Strategic Communications Education Overview of Programmes During August 2024 to August 2025, Sympodium delivered three distinct programmes spanning Eastern Europe, Southeast Asia, and East Asia, collectively reaching over 115 participants across governmental, civil society, and military professional contexts. The flagship Postgraduate Programme 2024/2025 in Strategic Communications entered its second iteration, attracting over 200 applications, a figure that demonstrates sustained and growing demand. 50 participants were selected from Moldova, Armenia, Georgia, Ukraine, and Azerbaijan under the UK FCDO Scholarship Track. In February 2025, Sympodium delivered a one-week intensive Strategic Communications Programme in the Philippines, educating 29 government officials drawn from 15 different governmental departments, reflecting the breadth of institutional engagement achieved within a single national context. From November 2024 to January 2025, Sympodium delivered an Executive Programme for 36 Japanese government officials in partnership with Tokyo University and the Government of Japan, extending the organisation's reach into the Indo-Pacific region. Through capacity building and education, Sympodium CIC is empowering individuals and institutions while strengthening civil society in regions facing significant democratic challenges. The success of these programmes has generated demand for further iterations, with plans underway to deepen capabilities and expand regional networks across all three areas of engagement. Programme 1: Postgraduate Programme in Strategic Communications — 2024/2025 Cohort Overview The Postgraduate Programme in Strategic Communications is Sympodium's flagship offering, a year-long, fully accredited postgraduate programme delivered in accordance with the European Union Bologna Agreement framework, ensuring its academic standing is recognised across European higher education systems. Now in its second year, the programme received over 200 applications for the 2024/2025 cohort, demonstrating continued and growing demand from civil society and professional communications communities across the region. 50 participants were selected from Moldova, Armenia, Georgia, Ukraine, and Azerbaijan, with funding provided through the UK Foreign, Commonwealth and Development Office (FCDO). Programme Objectives To educate civil society communications professionals in strategic communications, equipping them to promote a liberal-democratic ethical approach and value system within their communities. To build a transnational network of liberal-minded communications specialists, strengthening democratic processes and enhancing resilience against authoritarian tendencies across Eastern Europe and the wider region. To enhance the capacity of communications professionals to withstand authoritarian backsliding and aggression, thereby safeguarding open societies and supporting the region's long-term stability. Cohort Composition and International Scope The cohort reflects the programme's commitment to building a genuinely transnational network of practitioners. FCDO-funded scholarship students were joined by four active NATO officers representing the United States, United Kingdom, France, and Slovakia, who undertook the programme as part of their NATO career development track. Participants reside across Armenia, Azerbaijan, Belarus, Georgia, Latvia, Moldova, Ukraine, Belgium, Poland, and the United Kingdom, ensuring that the knowledge and professional relationships developed through the programme extend across multiple national contexts. Delivery and Residential Study The programme included three residential weeks held in Riga, Latvia, serving as intensive periods of structured learning, peer exchange, and network development. These on-site weeks are central to the programme's model, enabling participants to build the interpersonal and professional relationships that underpin Sympodium's broader transnational network. Riga Study Week and Alumni Event — April 2025 The final residential study week in April 2025 incorporated a two-day alumni programme, bringing together the current cohort of 50 scholarship students with 50 alumni from previous iterations. Alumni participants were originally from Georgia, Azerbaijan, Ukraine, and Belarus; their current countries of residence span Georgia, Azerbaijan, Ukraine, Belarus, the United Kingdom, Germany, Greece, Lithuania, Switzerland, Portugal, and the Netherlands. This event served to consolidate the programme's growing community of practice, facilitate knowledge exchange across cohorts, and reinforce the long-term professional network central to Sympodium's mission. Programme 2: International Certificate in Strategic Communications, Government of the Republic of the Philippines — February 2025 Overview In February 2025, Sympodium delivered a one-week intensive programme in the Philippines, engaging 29 participants drawn from 13 government ministries. The breadth of departmental representation underscores the cross-governmental demand for Strategic Communications capacity-building and reflects the strength of Sympodium's partnership with the Government of the Republic of the Philippines. Programme Objectives To provide education for Philippine government officials to strengthen liberal-democratic ethics and value systems in public communication. To promote dialogue on aligned values and interests in the Indo-Pacific, supporting regional peace and mutual understanding. To assist in the development of best-practice, ethical approaches to countering authoritarian aggression in the information environment, enhancing the resilience of democratic institutions. Programme 3: Executive Programme for Japanese Government Officials — November 2024 to January 2025 Overview From November 2024 to January 2025, Sympodium delivered an Executive Programme for 36 Japanese government officials, in partnership with Tokyo University and the Government of Japan. The programme included one on-site residential week delivered by the Sympodium teaching team. Programme Objectives To deliver advanced strategic communications training to Japanese government officials, improving their professional performance and deepening their conceptual understanding of effective, ethical communications practice. To foster dialogue on shared values and interests within the Indo-Pacific geopolitical sphere, contributing to regional stability and cooperation. To develop partnerships with academic and government institutions in Japan, encouraging collaboration and knowledge exchange among like-minded partners.
